You can buy a window unit for less then $100.00 at Lowes, or Home Depot. Or you can get a portable one for about $300.00. Window units are easiest to use because the portable has to have an out let hose for the heat they generate.

I would say, stay away from a swamp cooler, You talked about hot air with a fan, these add water to the air as the fan is running. It's cool because of the water in the air flow from the fan.There are window units that don't cost alot of money, nor take alot of work to install. Before you call or go to a store looking, measure the room that you want an AC unit in, is there an electrical outlet to get power for the unit within the length of the power cord where you want the AC installed. Because of the power demand, the outlet has to be used just for that unit, nothing else. Reasons for this information before you start is because you should be asked how big the room is, to avoid getting a unit bigger than what you need. Shop around before you buy, you will find people that can help. Look for the best price and unit for your money, and needs.

Absolutely.
Room cooling is actually much more cost effective than cooling the whole house. Just cool the area you're spending time in.
These portable units sit on the floor and can be moved from room to room. They will work as long as you have a window (there are usually little in and out hoses that plug into the open window). Alternately, you can get units that have built-in water tanks and don't need to be hooked up to the window.
Decent models usually start around $500. (You can find cheaper models, but these tend to be little more than glorified fans. Read reviews before buying.)

There are "portable" ACs for rooms, but they have to be vented to the outside - cost about 400-800. For less expense (and less trouble because venting is not required), there are portable room "swamp coolers" - 100-500.

they are called window units. They fit in the window well and plug into the wall. Nothing you can really buy that is a free standing unit inside the house.

Yes, there are, they come in many sizes, brands, etc.. They have them on Ebay from $100.00-$600.00. They have them in major dept. stores, too.
