Not in the USA. The cost of a first class postage stamp rose to 41 cents in May.
What's neat though, is the new "forever" stamp. It's only available for a short time. You pay 41 cents and you can use those unmarked (no price on the face) stamps at any time in the future for a one ounce first class letter, no matter how high the postage rises.

Went to 41 for a first class 1 oz , or under , envelope in May . . .
price changes for other mailings happened too .
Go to the post office for their current price list .

Mailing a first class letter is no4 41c for the First Ounce, and 17c for each additional ounce. There is a new surcharge on certain sizes.. unless you are sure, it isn't easy to figure out.
Normal size envelopes known as 6.75 and #10's are 41c as long as they arent too thick.
39c stamps are still valid, you just need to add a 2c stamp.
All old USA stamps ever issued are still valid for postage.
Sometimes you can buy them for about 10% below face value on eBay.
