It is not possible. Your internet provider could be required to give out that information if subpoenaed, but your IP address that shows on the internet is not related to your location.

Yes, illegally. All internet connections MUST run on a wire somewhere, right? The wire can be shown to have connected the given IP address, like a camera's roll of film can prove a picture was taken.

They can locate the surrounding area where the IP is located (ISP), but the ISP will have to cooperate with the person to get the exact name of the client that used the IP during the lease time.
For MasterCoder, that is just a way to get the IP of the visitor of a site, but it is not the identity of the person.
If you have a static IP it will be easier to track, but for dynamic IP's it will be harder because the person also needs to supply the time and date when he/she saw the IP misbehaving.
You can use VisualRoute to trace the country and if in the US state, and region.

Yes it is possible to track an ip and track it to its home address ,but thats called hacking, which is illegal. If you do want to learn how, then heres the link. but its only for windows XP oh yea and first you have to get the "ip" of the computer to get that you got to the start menu and click on the run option and type in "cmd" then you will go into a black screen where you type in "ipconfig" and then look for the "ip" address.

I play video games just about all day, and I can tell you right now they can't track your i.p. to a specific address, but they can track it to a general area. Best thing, don't talk smack to anyone lol.. it is possible to find your exact location, but they would have to get it from your internet service provider.
