We're going through a heatwave and my house goes up to 80 degrees in the daytime. I have almost unlimited cheap access to cool ground water (64 degrees). Is it practically feasible to fill my bathtub and use it as a heat sink? How would I do this?

Just thinking out loud here... I don't know if this will actually work, but perhaps if you could get your hands on a car radiator, a water hose and a box fan you might be in business. Connect the hose from the water faucet to the radiator, and turn on the water so that it has just enough pressure to get a little flow. Use the fan to force air through the radiator, and I bet you'll cool off pretty decently.

Once it's all set up, measure the flow rate of the water, and the input and output temperature of the water through the radiator, and you can calculate just how effective it is, and if you get enough cooling power out of it to offset the electricity used by the fan.

And just so I don't feel so guilty about encouraging you to waste water ... if you collect water once it goes through the radiator, you can use it to flush your toilet or water your lawn or something.

sure.. but if you have "unlimited access" the best way might just be to let your shower run AND put a fan in your bathroom to move air in and out of the bathroom... This should cool the air the problem is that it will also be humid..

Yes, but it's a waste of potable water, even if you don't have to pay much for it. Besides, 80 degrees F is quite a reasonable temperature for human habitation. Humans already waste way too much energy because they are dissatisfied with whatever the temperature is. Now you want to add wasting water to that? Please!
