Isn't Rome a city?The last time I looked at the map,it was a city.Has it been up graded?Do you think they will do the same for the Isle Of Wight?

That's like asking how can you make a dead rotted out tree alive again.
Rome had it's time in the spotlight a couple thousand years ago. And it fell for very specific reasons connected with hubris, ego and basically internal corruption. It never recovered to it's former glory.
All nations which were strong and later fall always fall for the same reasons.
