Considering the number of people who have proven that they can communicate telepathically, I suspect that it is unlikely that aural communication will ever be considered primitive. Even if an evolutionary weird science type of thing produced telepathic humans, it is unlikely that they would ever become the dominant subspecies on the planet. Telepathy would have to provide a significant advantage in war and/or procreation to lead to such a result.

I presume that you mean oral ,as in the spoken word. It is within the realms of possibility that telepathic communication could become "the norm", But human evolution has a long way to travel before we as a species arrive at that point.
This form of communication would only work in a far different world with vastly different social and political values.
It remains an interesting possibility to muse upon at this stage.
