That depends on the semantics of traffic signals at that location. In the US, that would almost certainly mean the signal was broken, and the law requires you treat the intersection as an all-way stop. If this has something to do with physics, you haven't communicated that.

Update: the next answer gave me a clue. Perhaps you are describing a metering light at the entrance to a busy highway. In that case, the sign tells you what to do. If it says "one car per green", then when the light turns green, the first car in line proceeds and the rest wait until the next green. If it says "two cars per green", then the first two cars in line would proceed on each green. It's a way of restricting flow into a highway so its capacity is not exceeded, resulting in a jam where everyone waits.

Common sense should indicate to any driver that the device is not functioning properly report the problem to the local police. Also you should always stop, look both ways and ahead before crossing any intersection.

If you were not in a car and walking you should do the same.

Common sense should always tell anyone to be cautious when something is not operating properly.

u stop on red. the car which arrived at the intersection first goes at green, then it goes red again, when it turns green again u go. obviously, the previous answerer has no clue about what u are asking ;)
this system is a first come, first leave basis when the signal turns green.
