Any tips on how to speak to a psychiatrist and request the release of a close relative. She was wrongly accused of shoplifting and got into a fricass with a police officer.

You should be consulting an attorney FIRST. Also, just be very straight forward with the psychiatrist. Keep in mind that he/she may tell you "No Way".

Speak to an attorney first, and get a written release of information signed [with two witnesses] by the patient who had allegedly been mistreated. Doctors are prohibited from giving information to anybody but the patient without written release signed by the patient.
