Ok, we were already not happy with him stealing wireless. because for one he is an illegal .. doesn't need to be doing more illegal things.
Now he wants and said he's gonna get photoshop in hardcopy illegaly..from a friend.

Should i report him to police?

It's not illegal to "steal" wireless unless it's encrypted and he hacks in. If it's unencrypted and he borrows a signal, it's perfectly legal.
About an illegal copy of photoshop, you can report it but I seriously doubt the police will do anything. Usually, they only go after dealers of illegal software or people that obtain massive amounts. I've never heard of a case of police prosecuting anyone for simply possessing illegal software unless it's a large amount (over 1000 copies). So if you report this, the police will probably laugh at you.

first of all, if the person does not place a security code on the wireless router they allow the router to broadcast the single over public air waves then your cousin is not stealing if he/she receives a single broad cast over public airwaves

Yes you should. You aren't helping anyone, including him, by not reporting him.
