It means that whatever happens in this persons life through the bad and the good that you are someone that they can count on to be there as their support and tower of strength and can face anything they have to in life because you are there for them and that is good.

That's a high compliment. When I'm feeling down you brighten my mood and when I'm going off unreasonably you calm me back down to reality. Basically, they are saying that you compliment them in a positive way and they are lucky to have you around...
