The problem is lack of space. The young fish need plenty of space to move around as well as plenty of water to dilute various chemicals they give off that can actually stunt their growth.

You would be best advised to put them in a 10 gallon tank with a sponge filter and heater, feed them 4-5 times a day and change 50% of the water each day. Give them that and they will grow quickly.

Well do they have heat, proper nutrition and a clean tank? If they have all that they should be good because I have noticed livebearers take a lllooonnggg time to grow and that is okay just give them time. If you don't have one or any of the first three things I mentioned then that will be a problem so I recommend fixing that.
