In some jurisdictions you can obtain forms from the clerk. You would need to contact the court in your area to determine this. Generally forms maintained by clerks of the court are ones which are the most often used; such as divorce, name change, etc. Some courts have recently been putting these forms on their websites for users to download and print out on their own.
Otherwise, you can visit a law library (or in some cases a public library) and ask the librarian to direct you to publications which contain forms.
A law library will most likely maintain a set of books called "AmJur Legal Forms" which has thousands of forms for a multitude of purposes.

You can get blank legal forms from Staples, Office Depot, or OfficeMax or order legal forms from forms.findlaw.com.

No, you cannot. However, you can get them from typical Form Books. Go to your nearest law library and photo copy them. Westlaw and Lexis both publish form books. You can even purchase them at Barnes & Noble.
