I want to BUILD a laptop with parts I buy separately and I was wondering what is the best website out there for bare bone notebooks(that are good) and where you could also buy the parts(optional)

Building a laptop is not like building a desktop. You have to really really really know what you're doing, and you're probably going to need things like a saudering iron.

Try Newegg.com or TigerDriect.com
