Man is a transitionary animal between the apes and the ubermensch.
We are continually at war with our base animal instincts, which tell us that the rule of strength, the philosophical baggage we brought with us from the jungle, is still the ultimate answer. Apes kill those smaller than them for food, mates, territory, simply because they are big enough to do it. There are still people in this world who have not evolved highly enough to rise above the rule of nature: kill or be killed.
It is only when men begin to act virtuously without needing the persuasion of a higher authority (such as the government, religion, etc) that senseless murder will stop.

Not by a long shot. Humans are still a primitive and immature species, who still put stock and faith in such inherently divisive and strife-ridden institutions as church and government. Many of us still see violence, force and coercion as acceptable means of achieving goals and settling disputes, and we legitimize such actions by saying it's what our god wanted or by having our gov't do it for us.
We are improving over time, slowly, but I predict we'll go through at least one more dark age (if not more) in the centuries and millennia before the majority of humanity reaches the enlightened state which, to date, has only been reached by a small percentage of the population. This enlightened state will be one where knowledge and wisdom are valued over belief, peace over power, and freedom over false sense of security. When this happens, we will have no more need of religions and governments, and we will be a truly wise, peaceful, intelligent and mature species.

With today's technology of DNA, it should put a damper in the random murders. As for the killing in the throes of passion (hate/jealousy etc.), sadly no, that killing will continue to the ends of time. No one can control your actions, but you. God granted us all freewill.

for more than a few causes,, however so much of it simply boils all the way down to the extent of strain the individual can take. if some thing is inflicting strain to a individual, if the individual if not able to manage their strain people generally tend to take damaging paths to sooth that strain for illustration: commiting suidice or killing others ( the individual inflicting the strain or blameless bystanders)
