One hates to think in terms of Conspiracy Theories of course, But Ken Livingstone has been telling us that Muslims are more law-abiding than Honkies and Infidels.
Do you think that Traffic Wardens have been told to ignore those wearing their faces upside-down?

Both were parked illegally (one had already been towed), although I doubt they are in hiding worrying about the fines they may have incurred following such an inconsiderate act (parking that is)

There are several possibilities:
1. They purchased permits
2. They paid the parking meters
3. Cops are afraid of charges for Discrimination
etc., etc., etc.,
