You don't need a command prompt. Start your web browser and go to the following web address (http://www.speakeasy.net/speedtest/). This is Speakeasy's speed test which measures your connection speed. It is free. Click on the server closest to you. It will display both your download and upload speed. You will need to have java plugin installed.
