I believe it's a worried smiley face. It might be part of another phone's smiley system or perhaps just a text smiley.

Maybe your phone unit can not read it. Try texting the same and you will find a face in between the < and the >. Perhaps using another phone unit.

Ignore the 2 brackets and turn it sideways. It's the face for "undecided reaction".
