Do you have Adobe Reader or an alternative PDF reader installed on your computer? There are several free PDF readers available including Adobe Reader and Foxit Reader; you can find both at (http://www.filehippo.com/software/office/)

Be sure you have the current version of Acrobat Reader installed: http://www.adobe.com/products/acrobat/readstep2.html
If you do, and you're viewing it in a website, you may need to right click and "Save target as..." if your browser plugin isn't working correctly.
