When in doubt, COMMUNICATE!!! Communication is golden. It is like magic. By yourself sending a follow up e-mail to an interviewer of a job placement agency, assuming it is professional and absent of any and all grammatical errors, you may very well give yourself the upper hand over potential competition. Good luck!

A hand written note on nice note paper is the correct thing to do. Normally that is for the interviewer at the company not the agency. Saying thank you is never wrong. The placement agency is working for you so keep in contact, call and ask questions or send emails but still a nice note would make the interviewer's day and make you more memorable.

I dont see why it would be incorrect , specially if that is the only way to contact them
I took classes for 2 weeks a while back and in those classes they taught us how to correctly dress for a interview how to do our resumes correctly (so they get noticed) the do's and don'ts of interview questions and answers and they also told us after a interview, Send a thank you card to the person who interviewed you I guess it's supposed to more or less give ya brownie points - I haven't tried it yet though-

it depends if that's allowed by them, if they gave you their
e-mail address for follow-up

No - if that is the only contact, then do it.
