The mirror isn't broken but the whole thing broke off. I need to know how to put it back on .

the only thing intact is the cord that controls the window.

You'll have to remove the trim panel on the interior of the door in the corner where the mirror is---not sure if it's screwed in place or is retained in place by clips---should be able to pry it off if it is retained in place. Then unbolt the three bolts or nuts holding the mirror base onto the door and unplug the wire harness connector---reverse procedure to install. Sometimes you can glue the mirror and base back together with a good epoxy type glue---hardware stores should carry it.

If I'm not mistaken you'll have to remove the door panel. There's about 2-3 nuts or bolts holding it on. Good luck.

That sounds like a job for a good body shop.
