i noticed that a lot of users have cool symbols by there names. how do you get them and what choices are there?

Mbucket is correct they are called Alt codes and a full list can be found here

All you have to do is hold down the ALT key and press the required code on the numberpad which is to the right of the keyboard, then release alt.
If you have problems make sure numlock is on.
Example: Alt + 3 (♥)
Remember you can also copy and paste the symbols in the link I gave you.
