In America, I have never heard of a university doing drug tests (don't know about other countries). I'm guessing that they make the intercollegiate athletes take drug tests, but otherwise they only care about actually catching students with drugs.

No. A public university does not conduct drug testing. In all honesty, if they did their number of students enrolled would drop dramtically.
Now, on a side note, if you are involved with an athletic program at the university (football, basketball, etc) then you are subject to random drug testing.

Nope. However, some schools require you to have a physical by your primary physician before you're allowed to stay in the dorms. Any good physical involves peeing in a cup. They don't really look for drugs though.
