Yes you can. The plastic top and bottom frames can be ordered from manufacturers as replacement parts. Larger local pet shops should be able to do this or you may be able to get them direct from the manufacturers website.

If your building a tank that size why would you put plastic on it? I'm a little confused, the fact that you asking about plastic trims makes me think that you've never done this before, if that is the case then something that size has a lot of pressure and your going to have to put a few straps across the top to help keep the shape. But then on the other hand I'm sure you wouldn't take on a project like this if you hadn't already got the experience, so I'll shut up.

I think you would need to ask the distributer about the dimensions that they carry or cut to size. Do you know of a distributer? If not you would probably need to search the web or the phone book. I don't know of any. It may be difficult to find a distributer who sells those rims individually to the public. Good luck with that.

Well seems to me you want a custom built tank, you should order it from your local pet store to the dimensions you prefer.
Good Luck
