If it is a rock wall that protects a harbour, it's called a breakwater. If it's a sock wall built out perpindicular to a beach to prevent the sand being carried away by the currents, it's called a groyne.

some thing small would be a pier but a large concrete structure would be a seawall.

If its connecting two pieces of land, then its a causeway. Otherwise, its a pier :)
