If you were born in the USA your county health dept. can issue you one. If you are not there, it can be done by the state Dept. of Vital Statistics after you provide proper identification.

Well, there is no INS and has not been since it was abolished about 5 years ago so that cannot be the answer. Next DHS does not issue birth certificates. They are issued by local governments have jurisdiction over the place where you were born. If you are foreign born, and I am assuming you are, based on your question, you need to get a birth certificate from your country. You need an official copy from your country's issuing country try the location where your birth was originally registered.

A birth certificate is usually issued by the hospital or town where you were born. If you were born in Jonston, IL, you would call the hospital or the city hall for those records.

Neither it is kept in the county you were born in. If you weren't born in the US you can't get one.
