Is Core duo 2 1.80GHZ ( 4300)better than any p4?
And will 1gb RAM ( DDR2 5300) with 128 integrated video card handle Vista Ultimate?
Is there any other hardware that can enhance the system?

Yes, that processor is better than any other P4, however it is NOT simply becuase it's Dual-Core. The Core 2 Duos run much more efficiently, making them better on all things, not just things that can actually use both cores.
1GB is definatly enough for any version of Vista, don't listen to the guy who said otherwise, doesn't know what he's talking about. Infact, 1GB is double the nessissary amount of RAM. You can check out Microsoft's site if you don't believe me.
Now, the integerated will be alright, Vista doesn't have a video card reccomendation (just 128MB of graphics memory, which you do have - and 256MB is NOT the reccomendation, unlike what that one guy said), however that detracts from the system RAM, which pushes you below reccomended levels. It would be best to get a low-end graphics card. It will help with Aero Glass also.
Now, I don't reccomend Vista, but I'm going to assume you looked at both XP and Vista, and made an informed decision to get Vista.

Yes the processor is faster, and as Bill said not just because of the dual core, its a much better architecture.
As for the RAM, yes 1GB is enough, but you will have a more enjoyable experience with 2GB. As for the minimum requirement of 512MB, yeah right. As for the video card, again it will handle it, but you will probably not enjoy using it. You always need to draw the distinction between will it run, and will it run well.

Yes Core 2 Duo is better than Pentium 4 because it has two processors, and 1GB Ram is not enough to handle Vista ultimate, and your video card is pushing it. I'd say 2GB ram is good for Ultimate, and they recommend 256mb Video ram.

ah, vista will work but you vid card is weak...is that 128 gddr1..2..or 3 (it make a big difference 1 = no go 2=maybe 3= ok...
