The big difference is that in UK floods, apart from a couple of tragic cases, people's carpets are ruined, their cars waterlogged, they have to leave their homes for a couple of days and they have to spend a couple of days ringing round insurance companies.
Generally, the worst sufferers (apart from the couple of tragic deaths) suffer a few thousand pounds of loss.
When the Bangladeshi government seeks aid for flood relief, they have generally suffered thousands of deaths, tens of thousands of homeless, and these homeless are without clean water, food and basic sanitation.
Floods in Sheffield and floods in Dacca have very different effects!
The idiots seeking 'payback' need a sense of perspective.

Some people are that stupid and stingy. Our problems are nothing compared to those of certain African and Asian countries where people are forced to live off earnings of less than a US$ per day. If we hve a flood we can climb back up and pay to get things fixed. I have every sympathy for those who have lost property and irreplacable things in floods, but I am bemused by all those screaming out for the government to pay. Gordon Brown does not make it rain. All home owners have a responsibility to get contents and buildings insurance so damage for those homes should not cost the tax payer a penny. Anyone who didn't get insurance, they just learned a very hard lesson! Damage to public buildings and infrastructure not covered will have the majority of the repaor bill paid by the government (85%) and the rest met by councils in affected areas. I think the government is more than generous since no one is responsible for rain. Honestly, why buy a house on a river bank/under a dam wall/at the bottom of a flood plain?

I read the comments on this page with interest my idea of pay back can come in the form of practical help many people in Hull/Sheffield etc are going to be homeless for over a year in some cases even with full insurance the process will be slow, may be our influx of east European skilled workers could help rewire, re-decorate etc etc

Well it might be nice if some richer countries lent a hand, its the thought that counts, a few sand bags would be good,Saudi got tonnes of sand I am sure they would not miss a few sacks we could send them some of our rain in return.
Its a symbiotic relationship.
But it would be rude to ask

Why what would be the problem with that. The people of the UK are probably the most generous people in the world and it would be a gesture of thanks to offer help would it not.
I will tell you this when the nex big disaster hits there will be a lot of people who normally give donations that will think twice in future you wait and see.
Of course we know that lots of unfortunate people through out the world could not help and would not be expected too however there are lots of other countires who could rally round those brits who find themselves in dire straits.
My opinion

Why worry about other countries? Every country in the world thinks that the US is rich enough(and obligated, moreso than any other country) to help every country, no matter what.

If we stopped sening millions of pounds per day to Europe we could sort out this problem quickly.
Seems like common sense to me!
...and I don't gove a toss about Africa or Asia.

It's not like the government will give any meaningful help to them.
Why shouldn't they try to raise funds to repair the damage - is it our own are the ones we don't bother helping ?
There is something seriously screwy about your logic.
