just to clarify 7 is not always neutral it is a misconception. a solution can be neutral at 6.4, 6.7, 7.5. A solution is only neutral if the hydroxide ions concentration equals the hydronium ions concentration. most of you learned that 7 is neutral since this is based of a standard temperature. If you boil water the pH drops but the solution stays at a neutral pH due the two ion concentration staying equal

However to answer this question it is a basic solution due to the high concentration on hydroxide ions

ph=10.7 is Basic (7 is neutral: lower is acidic, higher is basic, up until 14.

ph=107 would be unlikely, except in Extreme Conditions.

The lower the pH the higher the acidity. Conversely the higher the pH the more basic/alkaline the solution is. So in your question, the solution with a pH of 0 is the most acidic.
