What if it's someone who used to try to harass you or says hello to you in an aggressive manner?

How do you react tactfully?

I wish we could changes places for a day... because I am running out of witty things to say having never experienced some of the $#@^ you have to put up with.

As i see it you have 3 options... ignore them, smile say hi and just pretend, or tell them the truth... you don't like them. Knowing you and how you deal with things... I am betting the solution will be pretending, but the better option for you would be to just tell them.

I will be cordial but offer nothing more than that as i believe that you get what you give in life so i try not to give out pain or anger or hurt if i can help it

I would just look through them with a blank expression and move on.
