What do you propose the NAACP do? They would do more harm than good.

Some things, such as bigotry and racism, don't change in one or two generations, regardless how much police enforcement or the influence by the NAACP or the ACLU.

Why is that? Maybe because of personal attitudes that remain fixed as the parents and grandparents had.
