It's because the stains are in your padding. They will keep coming back. We just kept soaking them and eventually they got a little better.

It doesn't necessarily mean the stain is in the pad. We have carpets here at the school. The spots will come back the majority of the time. The carpets have no pads. We have carpets professionally cleaned and some spots will come back. Even the professionals will tell you that.

I am professional cleaner......this is what you need to do.
Hire another cleaner.
Have them clean the carpets and remove the pad underneath. lay new pad.
99% of the time your stains are coming back because it is in the pad.
another reason is the "at home" cleaners you get over the counter leave a sticky soapy residue and dirt will be attracted to it. thus, your stains appear to come back..however dirt is just sticking to the areas you are cleaning.
some of these cleaners are:
woolite
resolve
oxyclean
these are actually HORRIBLE!

The true solution is to clean the pad beneath the carpet. Even professional cleaners have stains return sometimes. I suggest a new pad if you can afford it or pull up the carpet and clean the pad under it.

they are coming back cause they are in the pad basically you got the old stain area wet so it brought the stain up out of the carpet padding you need to clean deeper and rinse it well

I have used Henry,s carpet shampoo to good effect. Available on QVC shopping channel. Aftrer spot cleaning stains, blot well with clean, light coloured terry towelling. I stand on it to get maximum absorbtion. If you just surface clean stains they will gradually resurface. Hope this helps.
