My guess would be either talcolm powder because of sweaty hands or rosin from a rosin bag, like pitchers use in baseball. Rosin bags can be found online at many baseball websites, such as www.baseballexpress.com... I hope my answer can help.

Chalk. Just like the one that rock climbers use. NBA players rub it on their hands so that it absorbs sweat on the palm. Which prevents the ball from becoming slippery and also improves grip.
