Yes if you agree to that kind of payment.
Note: there is an old program call "auto dialer" that will make your computer call an overseas phone number or a 900 number

Not generally, but there are a few exceptions.

1. Your phone company may charge you a per time period fee for dial up. This should be mentioned in your contract.

2. Your service provider may charge you for the bandwidth you use (per megabyte or per gigabyte typically). This should be mentioned in your contract. This may show up on your phone bill if your provider also provides your phone service or works with them.

3. Some websites attempt to exploit security flaws in web browsers to install software on your computer. Some use said software to replace your connection settings and route your connection through a premium rate dial up phone number. Make sure you run up to date antivirus software and apply security fixes from your operating system vendor.

4. As 3, but they are up front about it and it is the only way to access the content of the site. You have to install the software and they do not exploit security holes to install it behind your back. This is not uncommon for providing access to pornography.

Yes, if you agreed to it. There are some pay sites where you agree to be billed for viewing content, oftem through your telephone bill.

The nastier ones trick you into downloading a new dialer that connects to a very expensive 900 number or international call.

I do not know how they have your phone unless you are giving it to them before the download. If you use dial up to access internet, you are not accessing the download site directly so they would not have your phone number.

My anser then is no.

dial up yes. It happened to my husband before we got married. Be careful.
