This questions is asked every day. Research the resolved questions. You can e-mail everyone with a link. See how many people were signed to contracts with SAG franchised agencies. Do what they did. BTW, proscout is a scam. And there's no such thing as a national agency.

Do you have a strong resume with leading roles, from performing in the Regional Theater circuit?
Unless you have a stellar resume, an agent will be interested in you. Agents represent WORKING actors, rarely will they represent someone new, unless it is a favor for a client or friend.
Do not focus on getting an agent. It's very difficult unless you have industry contacts. Talent Agencies that are national rarely represent beginners unless someone has a relative that is a client of the agency.
Contact the Talent Agencies in the city where you live.
As that is where you will develop your acting career.

Well, it depends where you are located and if you are not located near L.A or N.Y, which one are you willing to relocate to? Also, your age. Are you going to need an agent in the youth department or not? You will be lucky if you get an agent period. Not all agents may be great but if you even get one that says you must have some sort of potential and could possibly make it in this industry.

try proscout.com they hold open casting calls all the time in every city imaginable. you dont even need expensive pictures or a ton of training. You just show up in casual dress with your personality in natural ability. You get to meet with industry professionals and have a good shot at being scouted if you've got talent. If you can't make a casting call they also scout online. (its more likely that you will get discovered by attending a casting call)
hope this helps! good luck!
