SQL a query language originated from IBM is probably your only choice, you can get into the stored procedure and make a case about some programming variant in it but that is specific to the DBMS being used.

There isn't a "programming" language except two modified to do so: Embedded-C and Java JSQL, both are more trouble than their API counterpart namely ODBC/JDBC. In that note, nearly all language use API calls to access DB.

The most popular are COBOL on mainframes, RPG on minicomputers, and xBase on PCs.
