She's got plenty of time to develop her skills and ideas. A drawing and painting class in or outside of school would probably be a good idea. That way, she can get a basic feel for color, shading, line, etc.

I know this sounds funny but go buy some paper dolls (the more realistic the better) and use the outline of their base figure (the one where they only have underware on) then try sketching different clothes and accessories on them. You can also look for figures of underware models to trace as long as they are standing in a fairly normal position this works too.

When i was her age.. fashion design was my dream also. I made my mom buy me sketching books that had step by step instuctions with pictures that helped me learn to draw very well. Below is a website i found that may or may not help...

thats great! she's only 12,she has a lot of time to practice art and drawing. =) even if she can't do it now,or not so good at it,with time,she'll get better if the practices more.I know it works! Just keep supporting her.Shes 12,and might change her mind when shes older,lol..
But still,practice,but have fun at it too,shes still a kid =)

Art is a talent, not something you can really acquire a hand for. She can take drawing lessons, and it may help, but if she her eyes and mind and hands aren't capable of working together to draw what she sees in her eyes or in her mind, it just won't happen.
Call around to some hobby stores and see if they know of any art teachers in the area.

does she have any sketching skill whatsoever? it does not have to be "fashion" related sketches. If she sketch and she is creative, then she might have talent and practice is just what she needs.

its hard to force yourself to learn to draw...it can be improved with practice and art classes...if she is really struggling, i would think she could learn to make clothing designs on a graphic design program like a photoshop or something.
