Hmmm...really good question.
I don't really think that it is. I mean, it can be, but it depends on how u look at it.
In one perspective, we can say that it is because as Whitney Houston so beautifully put it in her song, "Hurt So Bad" off the "Waiting to Exhale" soundtrack:
HEARTS ARE OFTEN BROKEN WHEN THERE'S WORDS UNSPOKEN...
In other words, people can only assume things when nothing's being said, and in that form, the wrong thing may be assumed.
HOWEVER...
Silence can sometimes be the CREATOR of love...we all know that ACTIONS speak much louder than words, and if we're quiet and don't say "I love u" all the time, but we SHOW it to the one who holds our hearts by being there for them and putting our heart into everything we do for them, that person will KNOW that they're loved, and the words don't have to be spoken at all.

I think so. I don't mean holding your tongue when you're going to say something mean. I mean holding your silence when you should actually be communicating with each other.
I think many marriages end out of the frustration brought on by all those things that were left unsaid, all the feelings that were never known, or even had a chance of being understood, because they were never heard.

Not always - sometimes you can say more with a loving gaze then you can with a million words... And cuddling with your sweetie is only ruined by talking (a few whispered words are ok though) ;););)
But COLD silence - usually followed by a harsh glare (the "death stare") - IS a serious weapon used to destroy Love...
