If you want to see some beautiful tulips, go to the Keukenhof Gardens. www.keukenhof.nl
They're only open for about a month each year , late March - early April and they have every kind of tulip you can imagine.
BTW - summer is not the best time for Holland. I'm here now and it's cool and rainy. September and October, sunny and in the 60's and low 70's, are the best weather months but April and May are the most beautiful. Still tends to be rainy and cool then though.

The best time to go to the Netherlands to see the tulips in bloom would be in May. There are no tulips growing in Amsterdam though.

In February the bulb flowers will start, but the tulips will not be out till late March, early April.
The late tulips might be as late as mid May.
I would say, come in April.

Summer is the best time to go to Holland, because except summer the weather is always cloudy or rainy.

April - there's also a flower festival in Lisse with gorgeous caravans all made of flowers
