Subjective question, everyone has their "party line" they refuse to cross in American politics and most American's don't know what goes on outside their borders. (Yes, I'm American, not necessarily proud of it however under the current state of our nation).
Domestically, 20th century, it would be: G.W. Bush, Hoover, Johnson, Nixon in that order.
Foreign, 20th century: Hitler, Stalin, Mussolini, Pol Pot, Kim Jong Il.
But this is just one person's subjective answer.

I don't suppose you remember Herbert Hoover, but he was largely responsible for the Depression being as bad as it was.
After Hoover, I'd have to go with Jimmy Carter.. I know he was such a nice guy, but the economy went down the toilet when he was in charge.
