In International Waters or waters belonging to another country, English Laws do not apply.
However, if the Captain decides to rule on the Nationality of the ship, then those rules would apply.

what a great question, i wouldnt think they would let you smoke inside but not sure on top deck, get in touch with dover ferry ...othewise get yourself a plastic inhaltor, they take the edge off, i should know because it has been 2 weeks now since i stopped ..not easy..
