The absolute best time of year to visit Vegas is the week before Xmas. The town is largely empty as it is a slow travel period in general and its just before the crush of people coming for New Years. It nice to not have to wait in giant lines for tickets and buffets.
You can usually get the best deals on rooms at the best places. Deals like Bellagio and Venetian under $150 a night and cheaper places as low as $20 a night.
The only downside is some of the shows are closed during that time but it has never been an issue for us and we have been going every year at this time for the past 5 or 6 years.

It all depends on what you mean by perfect time to travel:
1. Least Crowded - Like one person said, one of two weeks before or around Christmas time is the least crowded, which also means that the hotels will be giving pretty good rates, even to stay at very nice hotels. This also gives you a chance to go visit very popular sites and casinos without having to packed into their buffets and bars - and you can also gamble without being shoulder to shoulder with other people.
2. Best/Craziest Atmosphere - New Year's Day, this is when Vegas is craziest, with the most people, and the wildest parties. I used to go during this time, but the prices are just too high and I'm getting a little sick of seeing people throw up on the streets.
3. Best weather - The best weather is late spring, when the temperatures are in the low 80's - just hot enough to lay out in the sun, wear shorts and shirts all day and night, go swimming any time of day, AND not have to drink gallons of water just to live. This is also a very popular time to go, so the prices will be fairly high, also because a lot of conventions and shows take place during this time.
Personally though, I really actually like going in the summer. There's just something about the blistering heat of the summer sun that really lets me know that i'm on vacation in Las Vegas. When you get out of the pool the water just starts to dry immediately. Plus, the hotels are VERY refreshingly air conditioned so its like a blast of cool from the heat. There is never a bad time to go. The cheapest time is between Thanksgiving and Christmas. The busiest is at March madness and when there is a major convention like Comdex.
Monday to Thursday the strip is not too busy so hotel rates are reasonable. On the weekend, the volume of visitors increases dramatically so it's more expensive but the clubs are busier and there are more one-time shows (like major concerts as such).

Oct or Nov it is a whole lot cooler than now!!! I live here & yesterday was 116!!! The fall is really nice here!!! For the person who said 60-80 threw May is wrong. In Jan we didn't get over 44 all month.

Any time but the summer. I'm always shaking my head in disbelief at the people who visit here in the summer. It's like deciding to visit Minnesota in the middle of a winter blizzard. BAD IDEA!
Spring and Fall here are beautiful.

For good travel and hotel rates, sun.- wed. or thur. For weather it's over a 100 til just about the 2nd week in oct. Then until may or so, it could be 60-80

Weatherwise, I would say March, April, May, September,and October. Not too hot and not too cold. There are tourists all year long. But especially at Thanksgiving and Christmas, and summertime.

I like going in the spring and the fall, because it's not too hot. If you're not a basketball fan, avoid going during March Madness, because it can be a zoo...

that depends what you are looking for.
during the summer months when the temps. are high you can get cheaper hotel rates.
if you go another time the climate will be more moderate, but the hpoel prices will climb.
