Depends on the size of the bowl, but if you mean under a gallon, then the only thing that will survive is a betta generally speaking. Note I said survive and not thrive. If you want a small bowl with a betta you will need to feed very carefully to avoid leftover food in the bowl and change 100% of the water every 2-3 days without fail or you will soon lose the betta to poor water quality.

Some will say otherwise, but note they brag about keeping a betta for 1-2 years this way... a betta lives about 5 years when well cared for, so that's evidence you must take colse care of the water.

Others say none, no fish will do well in a small container... most serious betta breeders and show winners use 1/2 gallon bowls to house their bettas as I do with my show fish. Again, perfect water conditions are the key, it's a must.

I would really suggest a 2.5 gallon tank if you have the space available. They are quite cheap and really expand your options.

Not goldfish.

Bettas can survive in a gallon of water; not very happily, but they can survive. You have to change out the water once every 3-4 days though. Optimally, they should have at least 2 gallons.

If you want to put a frog or a tankmate in with your betta you will need at least 5 gallons.

The only species appropriate for a bowl is a betta. Most bowls are called goldfish bowls, but in reality, goldfish should not be kept in bowls.

If the bowl is a couple of gallons or more, you can find filters and heaters designed for small tanks. I found them at Wal-Mart for less than $10 each. With that in place, you could keep a betta, a few guppies, a dwarf frog or two, or some shrimp.

One betta per bowl is okay as long as you change out all of the water every 5 days.
Goldfish should never be kept in bowls. Anyone who says that, including Petco, is absolutely 100% wrong.

None, they all need adequate oxygenation and filtration
