I'd say Ill-ih-nee, just to be different. More to the point, though, if it's a person's name - how does that person wish it to be pronounced. If it's a place name, the people who live there probably pronounce it "Bob" just so they can tell who doesn't belong there...

Being a person's name, basic (english?) phonetics could be out the window, but all things being equal, I'd say: eye-LEAN.
