More details would be helpful - are you opening a shelter?
T.E.A.M is great for getting cats fixed and all their shots - basically everything you need for $67 as opposed to the average $250 and up if you go to a vet.
Im sure there are many programs out there to get dogs and cats fixed, you just have to do a bit of research and call around. Depending on what you are doing, there are different programs to do different things - like fix and release programs and such.

Look under spay/neuter clinics in the phone book and call to see what the price is. Also, call the humane society where you live and ask them about spay/neuter clinics that offer discounted prices. Finally, some animal shelters offer spay/neuter discounts.

Google it. I live in Oklahoma, so I use Spay Oklahoma...they spay/neuter cats and dogs for as little as $5 depending on your income. The highest is $45. They do a great job.

Check with local Animal Shelter and read your local newspaper. We have a non-profit group here locally that does fundraising to raise funds just for that purpose.
They send certificates to people to get their pets taken care of at any local vet office. I am sure there is a program in your area too. Ours is listed in the newspaper at least a couple times a week.

Good for you!
www.bestfriends.org has a network listing of low-cost spay / neuter programs. We use their organization in Avondale, Georgia, (No More Homeless Pets Atlanta) and they are terrific.

Yes, animal shelters are generally a good place to call for this type of service. They have a vested interest in controlling the population of unwanted pets, so are interested in having people "fix" their animals.

Your local animal shelter would be your best bet. If they don't do it for a discounted price, they should be able to recomend somebody who would.
