Parts Unlimited should be able to ship worldwide.
Give 'em a call.
Your next option would be to order a set through your friendly neighborhood motorcycle dealership.

Edit
You can try to adjust them without gauges.
Synchronize # 1 & 2 cylinders together by putting your hands at the muffler ends and feel the exhaust pressure.
Adjust until they're as even as you can get.
Then adjust # 3 & 4 the same way.
Then adjust the left two cylinders to equal the two right cylinders.
That's the way carbs are synchronized with gauges.
The gauges are measuring intake vacuum.
The do-it-yourself method is adjusting, by exhaust pressure.
I don't use gauges when syncronizing 2 cylinder engines.
I just use the "feel the exhaust pressure" method.
Works fine.
Try it, you'll like it.

Make sure you adjust the points and timing before attempting to adjust the carbs.
The carb sync will be completely thrown off if you adjust the points and timing after.
