Depends on what type of computer it is, meaning how the insides are laid out. You do want to make sure that the cooling fan is able to turn and that nothing too heavy is toward the top. I would also advice not to put a heavy monitor on top of the case to save room.

If you mean CPU (and by that if you mean the processing unit as a whole), then it is generally OK. But you have to be careful when you use the CD drive.

if you are talking about the motherboard that the cpu is connected to than yes you can do that. if you are talkinga about the actual cpu chip then yes that is ok too
