It stays on the hard drive, retrievable by any computer tech. I am on my fourth p/c and I removed the hard drive from the others and destroyed them. There is a lot of info on them that is best not shared with anyone else.

But seriously, it depends on what you want to happen. It is simple to move documents, music, photos across if you want to - you can burn them to CD, transfer them using a memory stick, transfer them to an external hard drive and then download them to your new computer.
Programs are a different matter, because they install themselves in a number of parts of the computer and so can't just be copied across. If you have the original install discs, you should be able to reinstall them on the new computer, but be aware of licensing issues, if you continue to use the program on more than one computer.
If you are concerned about security, you really need to wipe everything of the hard drive if you plan to dispose of it - there are encryption programs that will do a very thorough job.

I'm not sure I understand the question. What do you plan on doing with it? If you are selling it to someone else and are concerned about your personal data, you can format the drive and re-install Windows. Or if you are super paranoid about your data you can use a utility that will overwrite every sector of your hard drive with ones and zeros and thus making any and all data on there completely unreadable.That's what the department of defense does.

Nothing is going to happen to anything in your current computer when you buy another computer because they are two separate computers.

Another method is you can just take your current hard drive and install it in your new computer. Its really quite easy and you won't have to back up your files or transfer them

It is probably a virus (A trojan I think). I think you should install an antivirus that can scan the computer while booting, Avast for example, and sheudle a boot time scan. Mostly this will eleminate the virus and solve the problem. Good luck

For most people the info all sits on the hard drive in the basement till you have a garage/yard sale....

But you can format the drive and put it in your new PC if you have a good drive...it could be used for storage.

Or you could recycle the PC or remove all info...and place it on freecycle.org for someone in need.

You back up all your necessary files..... Which should be in your My Documents folder. Then you place that info into your new computer.
