petition your representative in the house for a bill of impeachment. that's what impeachment is for; political crimes. Such as deliberately misleading a nation into war. Or, in theory, for breaking a campain promise.
Now the downside; you won't get far, of course. And I can't help wonder in the era of warrantless wiretaps and such if you won't find yourself in Guantanamo Bay. I'm kidding, of course. But isn't it awful that such things are even a little bit more likely than they used to be?

President? Are you talking about the President of the United States, or like a corporate president?
If it's the President of the United States, there is none...
You can write congress, or the president... but that's not "filing a complaint" so to speak... don't expect it to do much anyway...

The President of the United States or the president of your company? If the former, send an email to the Whitehouse, the later, look for another job, and on your way out let them know why you felt your skills were better used serving another company.
