If you are a serious manipulator then Corels Paint Shop Pro XI dem is a good stand by however some features are blocked with the demo version still its a good demo to try .. very high drive space requirement compared to some others .
Picassa is a good photo viewing platform and sytem friendly program but a bit limiting . You may find it better to try and download Paint shop pro 5 from torrent . that is a good all round program with the added animation 3 feature included for animated gifs and such like it is system friendly and should run on vista also .Gimp is a good fall back with plenty of manipulation layers but again limited if you are a serious pixel manipulator , hope this is of help have fun ... Gimp does the trick, and really really well. And it's free. And it seems purdy easy to use.

But beware of the documentation. It sucks. It consists of an online manual...you CAN download it. There's no help files (at least that I've been able to find). The help software places you into the manual, and you end up searching through the manual for the often-difficultly-worded descriptions of how to do stuff (unless yer a pro graphics artist, which I'm not...)

There ARE tutorials available for Gimp in various places on the web...

yes,
Adobe Photoshop, or simply Photoshop, is a graphics editor developed and published by Adobe Systems. It is the current market leader for commercial bitmap and image manipulation, and is the flagship product of Adobe Systems. It has been described as "an industry standard for graphics professionals."[1] Although originally designed to edit images for paper-based printing, Photoshop can also be used for a wide range of other professional and amateur purposes.

more info:
Developer: Adobe Systems
Latest release: CS3 and CS3 Extended (10.0) / 2007-04-30
OS: Mac OS X, Microsoft Windows
Genre: Raster graphics editor
License: Proprietary
Website: www.adobe.com/products/photoshop

The current (10th) iteration of the program was released on April 16, 2007 and is marketed as "Photoshop CS3." "CS" reflects its integration with other Creative Suite products, and the number "3" represents it as the third version released since Adobe re-branded their products under the CS umbrella. Photoshop CS3 features additions such as the ability to apply non-destructive filters, and new selection tools named Quick Selection and Refine Edge that make selection more streamlined. On April 30th, Adobe released Photoshop CS3 Extended, which includes all the same features of Adobe Photoshop CS3 plus capabilities for scientific imaging, 3D, plus high end film and video users.

They aren't EXACTLY like Photoshop, but consider Paint Shop Pro from Corel and the free program called "Gimp".

Good luck! :)

I use a free program called the gimp. It's better than photoshop in my opinion. It's quite complex but once you have mastered it you can do virtually anything with it. Download it from www.gimp.org if you don't like it you cann remove it and it's cost you nothing. Hope this is useful.

Nothing is going to be as "Photoshoppy" as Photoshop, but Paint Shop Pro (shareware) and GIMP (free) are both very fine image manipulation applications.

GIMP is an opensource photo manipulation program. Very similar to Photoshop and it's free!

I use PhotoShop Elements 2.0 - cheap on eBay and maybe free from here:

I also have PhotShop LE but prefer the above.
