The phone company did their part by creating a phone wiring outside or something but they said it didn't work because there's a problem inside. How much does it usually cost if we have somebody fix the inside wiring?

No. Way beyond a reasonable time limit to locate an error if in fact they even caused it.

Any warranty is usually only to the original buyer. There is also a period that any problems would have to be identified.

You can contact the builder. If they won't cover it, there are usually retired phone companies reps that have gone into business for themselves.

The builder is not responsible for this, particularly to a second owner. You are on your own on this one.
